NASIP Toolkit for Conducting Kampala CAADP Diagnostics

Concept note

 

In anticipation of countries developing or updating evidence-based and Kampala-compliant national agrifood system investment plans (NASIPs), AKADEMIYA2063 has undertaken complementary Kampala CAADP diagnostics in Kenya, Rwanda, Sierra Leone, and Togo. These country applications generated practical evidence on the value of the diagnostics needed to support aligning NASIPs with the Kampala Declaration while addressing national priorities, data realities, and institutional arrangements.

 

Building on these experiences, AKADEMIYA2063 has developed a NASIP Toolkit for Conducting Kampala CAADP Diagnostics. The Toolkit provides structured, practical guidance for undertaking similar diagnostics in other countries by outlining the key analytical questions, indicators and metrics, methodologies, and practical tools required to support the design and updating of evidence-based, Kampala-compliant NASIPs.

 

As part of the process of refining and validating the Toolkit, AKADEMIYA2063 is organizing a virtual technical workshop with CAADP stakeholders.

 

The workshop expected outcomes are:

 

  • Validated Kampala Diagnostics Toolkit structure, methodology, and diagnostic components (K-SAP, KGM, and K-PPO)
  • Consolidated stakeholder feedback on the toolkit’s analytical framework, indicators, data requirements, modeling approaches, and templates
  • Identified implementation requirements, including data, technical capacity, financing, and coordination needs
  • Agreed priority refinements to strengthen the toolkit based on stakeholder inputs
  • Consensus on rollout strategy and next steps for implementation
